Preamble
The Ministry of Power, Government of India has defined DSM as ‘actions of a utility, beyond the customer’s meter, to alter the end-use of electricity -whether it be to increase demand, decrease it, shift it between high and low peak periods, or manage it when there are intermittent load demands -in the overall interests of reducing utility costs’.

Despite the obvious benefits, DSM has not been able to take off at a large scale to realize the available potential. There are several barriers derailing the progress of DSM resource acquisition by Indian Utilities. This situation demands for increased interaction among the Chief Executive Officers (CEOs) and Senior Management of distribution utilities (Discoms) in India in order to identify and advance solutions driven dialogue among the stakeholders. Knowledge exchange and experience sharing could stimulate fresh ideas, identify critical challenges, replicate best practices, and create an enabling policy environment.

To address the above mentioned challenges, Shakti Sustainable Energy Foundation (SSEF) conceptualized the ‘Utility CEO Forum on Demand Side Management’ in the year 2012 to share knowledge and experiences on design, development and delivery of megawatt scale DSM programmes in the country.

Objective
The objective is to bring together key individuals in the electricity supply industry to stimulate fresh ideas, identify critical challenges, replicate best practices, and create an enabling policy environment for scaling uputility drivenDSM programmes in the country. PwC was appointed as the knowledge and events partner to manage and drive Forum’s activities.

Activity
The forum was formally launched in February 2013 and it has held eight quarterly meetings until January 2015. The profile of participants in the Forum’s quarterly meetings include officials from electricity distribution licensees (utilities), electricity regulatory commissions, central nodal agencies (viz.BEE,CEA, etc.), energy service companies(viz. EESL), DSM technology/equipment/service vendors and other industry expertsfrom all over the country.

Thematic round table discussions form the core agenda of the Forum’s quarterly meetings. The meetings also include presentations made by experts and officials from participant organisations, highlighting case studies, success stories and emerging technologies to create awareness about the DSM opportunities, markets and successful implementation models.
